Flashing incidents 4/10/11

Please find below a local press release regarding a male who has been exposing himself on a number of different occasions around the Hurst Grange Park / Leyland road in Penwortham.
Please can you pass as much of this information around to friends/ relatives/ Neighbours and customers; the more aware everyone is on the issue the more chance we have of apprehending this male, we ask everyone
to remain vigilant and to report anything suspicious to police.
Lancashire police are appealing for information following a number of “flashing” incidents at a park in Penwortham.
POLICE are appealing for information following a number of 'flashing' incidents at a park in Penwortham.
In the past four months, there have been six separate reports of a man who has been exposing himself to school children in and around Hurst Grange Park on Cop Lane .
In June and July police received four reports of a naked man who emerged from bushes in the park and approached a group of school girls between the times of 2.30pm and 4.30pm.
Around 3.45pm on both 8 and 9 September, children on a school bus reported seeing a naked man in a wooded area on Leyland Road taking pictures.
On all of the occasions the white man was wearing a piece of clothing wrapped around his head, but his face could always be seen.
Detective Inspector John Entwisle said: "Thankfully nobody has come to any harm as a result of these incidents; however the children involved have, understandably, been left distressed by what has happened.
"We have spoken with schools in the area to offer reassurance and ask pupils and parents to be vigilant and to report anything suspicious to police.
"We need to identify this man as soon as possible and I would urge anybody who has information which could assist us to get in touch."

Purse dipping 10/8/2011
 
Dear all
 I wanted to advise you of the following incident which occurred in Booths, Longton.
 An unknown offender has approached an elderly lady who had been shopping in the store and has taken a purse from her insecure handbag.  The offender has made off undetected.
 Just a reminder to keep your handbags with you at all times and DO NOT to leave them unattended in your shopping trolley.  Ensure that your bags are secure at all times.

Distraction burglary 28/7/2011
 
Dear all
 Yesterday I sent out an e mail regarding an elderly lady who had been the victim of a Distraction Burglary in the Penwortham Area. 
 We have since received a report that not long after the incident in Penwortham a 91 year old lady was also targeted in the Leyland Area.  A male has stated he was working on the house next door and needed to check the water supply to the house.  The aggrieved allowed the male to enter her home and accompanied him into the kitchen where he instructed her to turn on the taps, open the cupboard underneath the sink and remove all the items.  The male then stated that everything was fine and he left the property.
 It is believed a second male has entered the property and has searched the rooms upstairs.  Fortunately, this lady does not keep any money in the house and it is believed the offenders have left without stealing anything.
 Once again, this is a terrible crime on an elderly, vulnerable lady.  I know it is extremely difficult as a lot of the elderly residents which I visit are extremely trusting.
 If you have any elderly relatives, residents, friends or neighbours, PLEASE can you advise them to be extremely cautious when answering the door.  If they have a door chain to use it in the correct way and if they are in any doubt at all with a caller at their door, to contact the Police immediately on 0845 1 25 35 45 or 999 in an emergency.

Crime information 25/8/11
 
Fairhaven Road – Burglary Other Than In A Dwelling – This occurred between 11th & 17th August – Offenders have approached a property whilst the owners were away on holiday and have entered an insecure garden shed and have stolen 2 pedal cycles.
 Pope Lane – Burglary In A Dwelling – This occurred between 2100 hrs 23/8 & 0900 hrs 24/8 – Unknown offenders have approached a property, removed a cat flap and opened a small UPVC window which had been left insecure.
The offenders have reached inside the property and it is believed they have tried to access a set of keys which had been left inside the door.  The offenders have been disturbed by the aggrieved and have made off undetected.

 

 
 
Suspicious incident 27/7/2011
 
Dear all
 I wanted to bring to your attention the following information:
 At 0435 hrs this morning (27th July), a residents on Chesmere Drive , Penwortham contacted the Police after witnessing 4/5 males walking up and down driveway’s trying garage doors.  The males were described as in their early 20’s and wearing dark clothing.
 Police patrols attended the incident and after a search of the area, 1 male was arrested on suspicion of burglary and enquiries are continuing.
 Please can I ask that all your garages, sheds, vehicles (and homes) are secure, especially before going to bed at night.  As you can see from the above information there are opportunist criminals out there looking to commit crime. 
 If you do see anyone acting suspiciously, DO NOT challenge any offenders, contact the Police immediately on 999.
 As you can see from the above information, one telephone call from a vigilant member of the public lead to a person being arrested!
 ALSO – At 1450 hrs yesterday (27th July) a 79 year old lady on Talbot Road , Penwortham was visited by 2 males purporting to be from the Water Board.  One of the males distracted the elderly lady whilst the second male entered the property, searched her home and stole £40 in cash.
 Once again, this is a despicable crime against an elderly, vulnerable lady.  PLEASE could I ask if you have any elderly relatives, neighbours or friends, advise them about the dangers of ‘cold callers’.  Residents can sign up to the password scheme by contacting your utility company.  You choose a password and if anyone calls i.e. to read your meter or to advise of a water leak and wanting to enter your home, they have to give you YOUR password.  If they are unable to do this, you do not let them in.  If you have any doubts at anyone who calls at your home, DO NOT LET THEM IN and contact the Police immediately. 
 Although this incident may not have occurred in your area, I thought it was important to bring it to your attention.

Burglary in a dwelling 7/7/2011
 
I wanted to advise you of the following incident which has occurred in the South Ribble Area:
 Burglary In A Dwelling – Sea View, Walmer Bridge – This occurred between 1720 hrs and 2010 hrs yesterday (6th July) – Unknown offenders have gained entry to the property by smashing a small window in the rear door and using a key which had been left on the inside of the door to gain access.
 Once inside the property, the offenders have stolen items from the property, before leaving the scene undetected.
 Just a reminder for everyone to be vigilant and to ensure that your house keys are not left in the back of your front or back door, where an opportunist thief could easily break the window and gain access using the keys left in the door.
 Opportunist criminals are out there looking for insecure homes i.e. windows, doors, garages etc. PLEASE do not make it easy for them by leaving these insecure.
 If you do see anything at all suspicious, please could I urge you to contact the Police immediately on 0845 1 25 35 45 or 999 in an emergency (where there is danger to life or a crime is in progress).
 Although this incident may not have occurred where you live, please just be mindful where you store your house/car keys.

IMPORTANT News about a burglary 22/6/2011
 
I wanted to advise you of the following incidents which have occurred in the Higher Penwortham Area over the weekend.  Although these incidents may not have occurred in your area, it is a reminder for residents to be vigilant and to ensure that ALL windows and doors are secure, especially before going to bed at night.
 PLEASE ensure that laptops, valuables and especially car keys are not left on show.  It is believed these incidents are possibly committed by travelling criminals who have come into our area looking for easy targets!              
 Burglary In A Dwelling – Thorngate Close – This occurred between 0001 hrs & 0645 hrs 18/6 – Unknown offenders have approached an insecure UPVC patio doors leading into the dining room.  The offenders have stolen electrical items from the property before leaving the scene undetected.
 Attempted Burglary In A Dwelling – Whitefield Road – This occurred between 0001 hrs and 0730 hrs 18/6 – Unknown offenders have approached a property whilst the occupants were asleep upstairs.  The offenders have climbed onto the window sill of the bay window of the ground floor living room and climbed up to the open top opening transom window and believed using a garden cane has retrieved a handbag left inside.
 The offender has then discarded the handbag and contents on the driveway before making off undetected. It is believed the offenders were looking to locate car keys for vehicles which were parked on the driveway.
 Burglary In A Dwelling – Highland Avenue – This occurred between 2300 hrs 17/6 & 0945 hrs 18/6 – Unknown offenders have approached a property and gained access through an insecure UPVC door.  The offenders have stolen a laptop and various other items before taking a set of car keys for a black Vauxhall Astra which was parked on the driveway.

Other Information

Penwortham Neighbourhood Officers have continued to patrol Hurst Grange Park as problems appear to be continuing on the park. Numbers of youths gathering is decreasing as a result of officers issuing youth referrals and fixed penalty notices for drinking alcohol under age.
Some parents appear to be getting the message that their childrens behaviour is not acceptable. Two further youths have been prosecuted for damage at Penwortham Girls High school a result of other youths standing up for the community and passing on information leading to their arrest.
Operation Pathway which targets innapropriate use of motor vehicles on the highway has continued being supported by the neighbourhood officers. The last operation resulted in several drivers recieving on the spot fines for offences ranging from no seatbelts, illegal parking to using a mobile phone while driving.
In one weeks time it is Penwortham Gala and the neighbourhood officers are working alongside the town council to ensure the event passes by smoothly and without incident. Road closures will be implemented from 11.30am on Saturday 12th June until around 2.30pm when the procssion is planned to end. Full details of the closures can be obtained from the town council and by looking for the signs that will be displayed around Penwortham.
The parental pledge which is an initiative to reduce innapropriate parking outside schools at the start and the end of the day is to be implemented soon and it should be up and running fully by the start of the new school year in September. If you have children of school age and recieve a letter regarding parking at schools please read it carefully and sign as requested and return it to your school.
 
 
 
Burglary in a dwelling 17/5/2011
 
I wanted to advise you of the following incident which has occurred in the Leyland Area during the early hours of this morning.
Burglary In A Dwelling – Manor House Close – This occurred between 0100 hrs and 0435 hrs this morning (17th May) – Offenders have approached the rear of a property whilst the occupants were asleep.  The offenders have gained entry via an insecure upper window and have selected property, car keys and then stolen the vehicle from the driveway.
A short time later the vehicle was sighted by the Police and failed to stop.  A brief pursuit took place but unfortunately the offenders abandoned the vehicle and made off on foot.  After a search by a dog patrol and the helicopter, the offenders at this moment in time are still outstanding and enquiries are ongoing.
Again, just a reminder for residents to be vigilant and PLEASE ensure that all windows and doors are secure before going to bed at night and if you have a house alarm, ensure this is set. 
Although this incident may not have occurred where you live, there are opportunist criminals out there looking to commit crime!

Latest news 12/5/2011
Penwortham Neighbourhood team has set up a policing operation to tackle anti-social behaviour and under age drinking issues on Hurst Grange Park in the evenings. This involves Neighbourhood officers, response officers and other departments and is aimed at challenging innapropriate behaviour. As the council hold a full alcohol licence for the park it falls under licensing legislation and as such any persons found drinking alcohol underage on the park can recieve a fixed penalty fine if it is suitable. To date several youth referral letters have been sent to aprents and youths have been taken home and parents spoken to by the Community Beat Manager for the area. Press releases have appeared in the Lancashire evening post asking for information regarding the spate of damages on the park. Also a youth as been charged with damage at the neighbouring Penwortham Girls High School. The local patrols will contine to patrol the park and take action against any wrong doing.
Operation Pathway which is aimed at challenging and prosecuting innapropriate driving or vehicle use is still ongoing and the neighbourhood team continue to prosecute motorists throughout the area as part of that operation.
The neighbourhood team recently took part in a community day at Priory High School involving groups from all the emergency services and armed forces. The aim of the day was to get pupils involved with and understanding the roles of each service. Lancashire Mounted branch and dog section took part in the days events alongside the neighbourhood team.

There has been a sharp increase of Burglaries in the Penwortham area recently. Can I please remind everyone that in this current climate we all need to be more security conscious, making sure that all homes are secured and nothing is left on display whether that be in the home or items left out in the garden. Please consider the following:

You should:
Fit burglar alarms that people can see and good outside lighting. Test them frequently to make sure they work.
Fit key-operated locks to all windows.
When you go out, always lock the door and close the windows - even if you are just going out for a short time.
Fit dead locks to the doors and don't leave the keys where they can be seen or reached through the letter box - keep them out of sight.
Make sure the side gate and shed are locked.
Leave a light on in a room and remember to draw the curtains when you go out at night.
Install security lights to light up the front porch and/or the garden.

Also think about:
Marking important and expensive items with your postcode and house number using special security markers. Keep a record of the make, model and serial numbers of all electrical equipment.
Cancel newspapers, milk etc when you are on holiday.
Make sure callers to your home are genuine. Always ask for ID.
Keep shrubs, hedges and large plants cut back. They can provide a screen for thieves to work behind.
Sometimes, we take a bit more care over our homes than our sheds, garages and outbuildings even though we might have valuable property stored inside them.

Always try to make sure your shed is in good condition and if it isn't, think about whether you should leave valuable items like lawn mowers, golf clubs and bicycles inside.

Never leave tools or ladders lying around the garden. Always store garden furniture or tools away in a secure place when they are not in use.

You could think about:
Security marking your property in as many places as you can with your name and postcode.
Taking photographs of valuable property because if the police recover them after a burglary, this will be proof that they are yours.
Trying to secure items such as bicycles to the structure of the building or chain as many items together as possible, fastening the chain with a good quality padlock.

Keeping your boundary fences, walls and gates in good repair
Keeping an eye on your neighbour's property and encourage them to do the same for you. Report anything suspicious to the police.
 
 
Arson at education centre in Penwortham 27/4/2011

POLICE are appealing for information following an arson attack at an environmental education centre in Penwortham.

Sometime between 9.45pm and 10pm on Monday 25 April, somebody entered the grounds of the Lancashire Wildlife Trust on Howick Cross Lane.

They approached a wooden bird watching hide at the back of the education centre and set it alight, causing around £2,000 worth of damage.

PC Kevin Bond said: "This is a mindless criminal act and the person or people responsible need to be caught. Sadly, this has had a knock on effect for the children and other people who regularly visit and use the centre.

"I would appeal to anybody who has any information about this incident to contact police. Any amount of information, no matter how insignificant it may seem, could greatly assist us so please come forward."

Police horses go back to school 19/4/2011
Police horses and dogs are set to visit youngsters at a Penwortham high school.
Officers will attend Priory Sports and Technology College on Thursday 28 April along with a range of other organisations to promote the work that they do in the community.

Plain-clothed police officers will patrol a Penwortham park after complaints of nuisance from residents.
Hurst Grange Park has seen an increase in reports of anti-social behaviour over recent weeks with damage, arson, underage drinking and rowdy behaviour being reported.
Officers will return any youngsters who are found to be drinking alcohol or causing a nuisance to their parents
 
 
 
Penwortham woman robbed 14/4/2011
 
Police are appealing for witnesses after a woman was robbed in Penwortham.
The incident happened on Friday 1st April at around 7:30pm.
The 69 year old was travelling on a bus from Preston to Penwortham when a verbal disagreement took place between her and two other women.
The victim got off the bus at Penwortham and was followed by these two women who pushed her to the floor causing minor injuries to her hands and knees, and demanded money before taking her purse.
The two women are described as black and aged in their early 20's, one was tall and the other had a large build. They also had a baby with them.
Detective Constable Donna Brown from South Ribble CID said, "I would appeal for anyone who witnessed what happened or who recognises the description of the offenders to come forward and contact us.
"Although not seriously hurt, the victim has been left shaken following her ordeal and it is important that the people responsible are caught and brought to justice."

Keeping your homes secure 8/4/2011
 
Residents are being urged to keep their homes secure as the weather heats up. Although the number of burglaries is continuing to fall, we tend to see a rise during the spring and summer months because of people leaving their doors and windows open or insecure.
 
 
 
Raiders stolen items from house 5/4/2011
 
Raiders walked into a home and stole jewellery and electronic equipment.
Burglars got into the semi-detached home sometime last Friday through an unlocked back door.
Stolen was a 24" gold chain, 2 red Nintendo DS Lite consoles, a Blackberry mobile phone and a metal Toy Story 3 tin containing 100 £2 coins.

Body cameras 29/3/2011
 
Police in Chorley and South Ribble have received 68 new body cameras which will help to capture crime on film.
Funded by the Chorley and South Ribble Community Safety Partnership, the cameras can either be clipped onto an officer’s stab vest or mounted inside a vehicle.
 
 
 
Armed Robbery 21/3/2011
 
We're appealing for witnesses after a robbery at the Bet Fred shop on Pope Lane, Penwortham around 2:00pm on Sunday 20 March. Two men wearing balaclavas and high-vis jackets threatened staff with a revolver style handgun before stealing cash. It's thought they got away in a white van. Road Safety operation 18/3/2011
 
42 goods vehicles were stopped and checked by police and other agencies in South Ribble as part of a national road safety operation.
13 graduated fixed penalty notices were issued to the value of £2,040 and 22 prohibitions were given to motorists.

Copper pipe and catalytic convertors thefts 16/3/2011
 
Police are warning van owners to be vigilant after a series of thefts of copper pipes and catalytic convertors in South Ribble.
Officers are urging owners to park in a garage or secure unit where at all possible and to ensure valuables, including copper, are removed from their vans when they are not in use
 
 
 
Alarms for residents 4/3/2011
 
Neighbourhood Policing Teams have been handing out alarms to residents across South Ribble to help them keep their property safe.
Funded by the South Ribble Community Safety Partnership, around 300 window alarms and 300 door alarms have been given to victims of crime and handed out to residents by neighbourhood policing teams.

Chorley and West Lancs Area Police have launched a new network with shops in Penwortham and Middleforth in a bid to drive down crime. Shop Watch was launched at the beginning of February and has over 20 shops signed up to it.

 

 

 

 

Horse and rider safety 18/2/2011
 
Lancashire Police are urging motorists to take extra care on the roads when passing horses and their riders to avoid potential accidents.
Riders are also being advised to consider their safety, and that of their animals, when out on country roads where visibility may be poor.
 
 
 
Doorstep callers 17/2/2011
 
Residents in South Ribble are being targeted by quite a large number of ‘doorstep callers’.
 An elderly person in the Bamber Bridge area has recently been approached by 3 males in a blue Ford Transit van offering roof services.  The males presented a flyer and informed the resident that some of his ridge tiles needed repairing.  The resident agreed a price of £450 to repair the ridge tiles and chimney breast.
 Once the males had been up on the roof, the price had escalated to £1200. 
A relative intervened at this point and the males became abusive.  It appeared the males had patched up a few tiles on the roof with cement and caused further damage!

Message from PCSO Paul Fitzpatrick - Theft of coping stones 14/12/2010
 
Dear NHW Members,
 I would like to take this opportunity to inform you that during 10/12 & 11/12 there were two large coping stone stolen from the Kingsway & Hollinhurst area of Higher Penwortham. I suspect that this was possibly done during the hours of darkness and possibly a vehicle was used such as a transit van. In recent weeks led has been stolen from the roof of St Mary's Church on Church Ave Penwortham so it maybe a coincidence that this has happened in close proximately. Please keep vigilant and report any suspicious activity such as this.

Theft from a vehicle 7/10/2010
 
Margaret Road, Penwortham (between numbers 80 and 90)
This occurred between 0001 hrs 7/10/2010 and 8000 hrs 8/10/2010
Unknown offenders have approached a locked and secured vehicle. The offenders have gained access to the vehicle and have stolen a Sat Nav from the glove box and left the scene undetected.
 
Just a reminder for everyone to be vigilant and NOT to leave valuables in your vehicles.
 

 

FUN DAY  8/4/2010
 
On Friday 9th April a family fun day is being held at Penwortham Community Centre, Kingsfold Drive, Penwortham between 10.30am and 1.30pm. There will be representatives from the following agencies:  Lancashire Fire and Rescue, Police, Crime Prevention, Environmental Health, Age Concern, Help Direct, Penwortham Leisure Centre, SRBC Re-cycling, Young people’s services and many more. Bring the children along as there is face painting, a bouncy castle and Lancashire Fire and Rescue will be bringing a fire tender for the children to look around.  Refreshments are also available.
 
 
 
 
 
ATTEMPTED BURGLARY 15/12/2009
 
Between 10th & 13th December unknown offenders have approached the front of a small outhouse and have forced the lock, opening the wooden door.  They then left the scene without stealing any property.
 
 
 
CAR THEFT 27/10/2009
 
Between 03:30hrs & 03:45hrs today, a burglary occurred in Higher Penwortham where offenders approached a property via an unlocked side gate. They then gained entry to the property via an insecure UPVC door. Once inside, the offenders have taken a set of car keys and stole a Black Audi S8, valued at £55,000, from the driveway.
 
 
 
NOTICE BOARD 20/10/2009
 
A new notice board for the display of local news has been erected  on Old Lane Park, Penwortham, thanks to the efforts of local co-ordinator John Kidman.
